Engine sound pitch is fluttery

Description
I've noticed that the engine sound pitch gets very fluttery and glitchy, especially when framerate is below 60. Drive the Gavril MZ2 or MV4 and you'll see what I mean. The actual engine RPM is accelerating smoothly, and the engine sounds smooth sometimes if my framerate is high enough, but most of the time it has this awful glitchy fluttering up and down in pitch multiple times per second. Other people have reported this problem to me with the MZ2. I think it gets worse the faster the vehicle revs, which is why it's not very apparent with big slow trucks.

Seems to be caused by Vsync.

Actually, Vsync makes it worse, but it happens at low framerates without Vsync as well.
